There is one rule that has to be abided by. If you are in a site or belt, salvaging wrecks, and a neutral or red comes in, you should immediately warp to a safe spot or preferably your POS. The only exception is if you are being watched over by fleet members. No ifs, ands, or buts. You will be popped. I tested this theory several times now myself and have witnessed several other examples with my own eyes. The neutral or red will find you quickly if they know how to use the onboard scanner with any efficiency at all.
